VPN in Russia: Instagram, Facebook and 2026 legal rules

Since March 2022, Instagram and Facebook (and Twitter/X partially) are blocked in Russia by Tverskoy Court ruling. Roskomnadzor maintains a VPN IP blocklist updated monthly. Over 100 million Russians use a VPN - it's now the norm.

Why a VPN here?

The block is enforced at the carrier level (Rostelecom, MTS, Beeline). A simple VPN with European servers gives normal Instagram and Facebook access. No aggressive DPI like in China, but an active blocklist: you need a major VPN that rotates IPs.

Full procedure

  1. 1

    Install the VPN before departure

Major VPN websites themselves are blocked in Russia since 2023. On-site setup is impossible.

  2. 2

    Close European server

Helsinki, Riga or Warsaw deliver the best latency (~30-50 ms from Moscow).

  3. 3

    Enable kill switch

Without kill switch, a network drop exposes your Russian IP - and authorities log pings to Instagram/Facebook.

Insider tip

Telegram works normally in Russia (the deal with Roskomnadzor has never been broken). It's the go-to app to stay in touch, even without a VPN.

Frequently asked questions

Is using a VPN legal in Russia?

VPNs have been "restricted" since 2017 - using one to reach blocked sites is technically illegal but almost never enforced against individuals. Major providers withdrew Russian servers in 2019.

Can you pay for a VPN from Russia?

No. Russian cards have been cut off from Visa/Mastercard since 2022. Subscription only from abroad (EU/US/CA card), then use the account.

Which other sites are blocked?

Beyond Instagram/Facebook: BBC, Deutsche Welle, NYT, Bellingcat. Independent Russian news (Meduza, Novaya Gazeta) is blocked on their Russian domains too.
