Most questions about VPN legality have a reassuring answer: in the large majority of countries, including the whole of the EU, the UK, the US, Canada and Australia, a VPN is ordinary software and using one is entirely legal. Belarus is one of the few places where that answer does not hold — and where the difference is not a nuance.
What the rule actually is
Belarus is consistently reported to have prohibited VPNs in 2015, and the detail that matters is how: VPNs were not singled out. They were placed on the same prohibited list as the Tor network and end-to-end encrypted messengers.
That framing tells you more than the ban itself. A state that bans VPNs specifically is targeting a workaround. A state that bans VPNs, Tor and encrypted messaging in one move is targeting the category — any technology that puts a layer between the user and the observer. Tor has additionally been reported blocked at the network level since 2016.
The practical consequence is that the usual fallback disappears. In many restrictive countries the advice is "if the VPN fails, try Tor". In Belarus both doors were closed in the same movement.
Why this is not the same question as Russia
The two are frequently discussed together, and the news cycle encourages it — a Yahoo News report of 8 August 2026 framed Belarus as joining Russia's campaign against free information. But for someone deciding what to install, the two are not interchangeable.
Russia has moved incrementally: blocking individual providers, then requiring compliance from those that remained, then restricting protocols. Each step left a partial gap. Belarus moved categorically, in one step, a decade ago.
This matters because most English-language guidance about the region is written about Russia. Applied to Belarus, it tends to understate the position — describing restrictions and blocked providers where the underlying rule is a prohibition. How the detection works, and why the port trick fails
Belarus is reported to use deep packet inspection. DPI does not ask where your traffic is going; it looks at the shape of the traffic itself — packet sizes, timing, handshake patterns.
That single fact disposes of the most common piece of internet advice on this subject. Moving a tunnel to port 443 makes it look like it is going where HTTPS goes, but DPI is not reading the port number. It is reading the handshake. Changing a port number is light hardening; it is not stealth, and against DPI it is not even hardening.
